Place advertisements in the local newspapers. If you are near a college campus, purchase an ad, it may even be cheaper. Pass out business cards. There are free ones on certain websites. Depending on the size of the city you live in, you may want to pass out flyers--not mail them, this is another word for junk mail. All of this is low to no cost.
